Europe knows that our future depends on the planet’s health. That is why one of its main and most ambitious objectives is to achieve climate neutrality by 2050.
The European Green Deal is the EU’s roadmap to achieve this goal. And within this Pact, a specific Plan was created aimed at the manufacture of clean technologies: the Green Deal Industrial Plan. Its purpose will create policies and measures that increase the manufacturing capacity of green technologies and meet Europe’s climate goals.
This Plan is based on four fundamental pillars:
Predictable and simplified regulatory framework
The Commission will propose a Net Zero Industry Act that will facilitate permitting, promote strategic projects and develop rules aimed at encouraging the growth of clean technologies.
There will be a Fundamental Raw Materials Law that will ensure enough access to materials.
Work will be done on a reform in the electricity market, which aims to favour consumers with more affordable costs in renewable energies.
Accelerated access to finance
Accelerating investment and funding to produce clean technologies in Europe will be another key pillar. To this end, the EU’s plans will be:
Unlocking private funding through public funding and progress on the European Capital Markets Union.
Simplify the granting of the necessary aid to accelerate the ecological transition.
Facilitate the use of existing EU funds. The Commission is also exploring new ways of EU funding.
Enhancing capabilities
It is estimated that between 35 and 40% of jobs could be affected by the green transition. That is why the development of the necessary skills for quality jobs with good remuneration will be a priority.
To this end, the creation of academies for a zero-emission industry will be proposed to set up recycling and professional development programs in strategic industries. Measures will also be adopted to promote public and private funding in the development of these capacities.
Open Trade for Resilient Supply Chains
This pillar will consist of global cooperation. The Commission will ensure that trade continues to operate on the basis of the principles of fair competition, following the principles of the ecological transition. EU free trade agreements will be sought to support this transition.
A Club of Fundamental Raw Materials will also be created so that there is a channel of communication between consumers and countries supplying raw materials and supply can be guaranteed.
The Commission also aims to protect the single market against unfair trade. It will take measures to ensure that foreign subsidies do not harm competition in the market.
Europe’s path as a cleantech leader has been set. It just needs to be transited and coordinate all the parties involved to achieve the objective.
